Formation Continue : l'EM Normandie et l'Académie Nationale d'Administration publique du Vietnam signent un accord de coopération / Lifelong training: EM Normandie and the National Academy of Public Administration of Vietnam sign a cooperation agreement

Le lundi 26 septembre 2022, l’EM Normandie et l’Académie Nationale d’Administration Publique du Vietnam, ont signé un accord de coopération dans le domaine de la formation continue des hauts fonctionnaires de l’Etat vietnamien. Pour l’occasion, Madame Pham Thi Thanh Tra, Ministre des Affaires Intérieures, accompagnée d’une délégation de hauts dignitaires, a choisi de se rendre au Havre et à l’EM Normandie pour son premier voyage à l’étranger depuis la réouverture des frontières post COVID. 

En signant cet accord, Elian Pilvin (promotion 1996), Directeur Général de l’EM Normandie, et NGUYEN Dang Que, Directeur Adjoint de l’Académie Nationale d’Administration Publique du Vietnam, établissent et développent une coopération dans les domaines suivants :

• Formation continue des hauts fonctionnaires de l’Etat aux niveaux régional et national sur les questions de leadership, de transformation digitale et de modernisation de la fonction publique;
• Activités communes de recherche scientifique et échange d’enseignants-chercheurs,
• Echange d’étudiants et de professeurs dans d’autres domaines de compétences. 

Ce protocole d’entente s’inscrit dans une longue lignée de partenariats entre l’EM Normandie et le Vietnam initiés depuis 2014.  Deux programmes ont d’ores et déjà été développés au Vietnam avec succès. En 2020, l’EM Normandie ouvrait à Hanoï son Bachelor International Management en partenariat avec l’University of Transport and Communications (UTC) et l’’année suivante, le Master in Banking, Finance & Fintech, le 1er du pays et le 2e en Asie du Sud Est, accueillait ses premiers étudiants au sein de l’Université Nationale du Vietnam (IFI). Le lancement de ces deux programmes a permis à l’EM Normandie de renforcer son internationalisation déjà reconnue par les accréditations EQUIS et AACSB. 

Par ailleurs, en plus du soutien de l’État vietnamien, l’Ecole bénéficie aujourd’hui d’une forte popularité auprès des leaders de régions puisqu’elle a déjà contribué à former plus de 200 hauts fonctionnaires locaux sur différentes thématiques comme la finance publique, l’E-gouvernement ou encore le tourisme durable.  

L’ouverture en 2024 du nouveau campus de l’EM Normandie à Hô Chi Minh Ville, a pour but de consolider la présence de l’Ecole au Vietnam. En lien avec la demande locale, le campus dispensera des formations continues d’excellence en Logistique et Supply Chain et proposera des formations diplômantes comme le Bachelor en management international ainsi que le BBA International Business. Ce nouveau campus sera ouvert aux étudiants de l’EM Normandie, qui pourront bénéficier de tous les atouts du Vietnam ainsi qu’aux étudiants vietnamiens avec des procédures de recrutement locales dédiées.

On Monday 26 September 2022, EM Normandie Business School and the National Academy of Public Administration of Vietnam signed a cooperation agreement in the field of lifelong training for senior civil servants of the Vietnamese State. Supported by a delegation of senior officials, Ms. Pham Thi Thanh Tra, Minister of Home Affairs, chose to go to Le Havre and to EM Normandie for her first trip abroad since the borders re-opened after COVID-19. 

By signing this agreement, Elian Pilvin (class of 1996), Managing Director of EM Normandie, and Nguyen Dang Que, Deputy Director of the National Academy of Public Administration of Vietnam, are laying the foundations of an exciting partnership covering the following areas:

• Lifelong training for senior state officials at regional and national levels in leadership, digital transformation and modernising the civil service;
• Joint scientific research activities and lecturer-researcher exchanges,
• Students and professor exchanges in other areas of expertise. 

This memorandum of understanding follows a long tradition of partnerships between EM Normandie and Vietnam that began in 2014. Two schemes have already been successfully developed in Vietnam. In 2020, EM Normandie unveiled its Bachelor’s in International Management in Hanoi in collaboration with the University of Transport and Communications (UTC). A year later the Master’s in Banking, Finance & Fintech, the first in the country and the second in Southeast Asia, welcomed its first students to Vietnam National University (IFI). The launch of these two courses has reinforced EM Normandie’s global dimension, which is already recognised by its EQUIS and AACSB accreditations. 

Furthermore, not only is the school supported by the State of Vietnam, but it is also very popular with regional leaders because it has already helped to train more than 200 senior local officials on various subjects, including public finance, e-government and sustainable tourism.  

The new EM Normandie campus, due to open in Ho Chi Minh City in 2024, aims to consolidate the school's presence in Vietnam. In line with local demand, the campus will provide prestigious lifelong training programmes in logistics and supply chain, as well as degree courses such as the Bachelor’s in International Management and the BBA in International Business. This new campus will be open to EM Normandie students, who will be able to enjoy all that Vietnam has to offer, as well as Vietnamese students in accordance with the local student admissions process.
